Gentlemen:

        I wish to thank you both for the effort involved in meeting with me and my staff at our headquarters office. I also wish to reiterate my support for the Construction Storm Water Excellence Program (CSEP) that you have developed. The program is a clear example of how we can work with industry to promote our common goal of compliance with the storm water regulatory requirements. In an effort to assess the broader applicability of the program, we look forward to reviewing the CSEP Stage II data that you agreed to provide to my office. Since our meeting, my staff has met with representatives from our Region 3 office and we are actively working with them to promote a CSEP program on a pilot basis within that region.

        Rick Duffy in the Office of Compliance will be the lead for this effort at headquarters. Rick is the Water Team Leader and he can be reached at {phone number}. Rick's office has the lead responsibility for monitoring compliance policies under the Clean Water Act, including construction storm water requirements. His participation will be helpful in identifying issues that may arise related to inspection targeting and identification of noncompliance.
