Company Background

Stormwater Risk Management, LLC (SRM), incorporated in 2004, operates under a multi-faceted business model wherein general contractors, developers and building industry stakeholders may utilize mobile- and web-based compliance systems, as well as consulting services.  Current applications and services include environmental and safety risk management technology, implementation support, and advisory services for the construction and property development industries.

Unique to SRM is its development of an Environmental Management System (EMS)-based compliance program called the Uniform Stormwater Management System (USMS™).  The USMS™ utilizes standardized principles, systems and tools that are designed to help organizations easily manage regulatory compliance risk.  SRM’s program was adopted by the State of Colorado’s Water Quality Control Division (WQCD) in 2005 as the foundation of the Colorado Stormwater Excellence Program (CSEP).  The following year, the CSEP gained national acclaim as a successful model for construction industry self-policing.  The program is now also known as the Construction Stormwater Excellence Program (CSEP) to allow for nationwide industry participation.  The program has been implemented in various configurations, yielding immediate and documented compliance improvements in addition to reductions in reportable incidents and associated costs.

SRM’s Environmental Compliance Management team of consultants boasts more than 70 years of property development and commercial construction experience combined, with more than 20 years dedicated exclusively to stormwater compliance management.

Bill Robinson, General Manager

Bill Robinson is a Founder and General Manager of Stormwater Risk Management, LLC (SRM).  He graduated from Washington State University (Pullman) in 1984 with a Bachelor of Science degree in Construction Management.  He has 30 years of experience in a broad range of commercial construction industry roles from Laborer to Senior Project Manager.  Bill, along with his co-founders, established the Colorado Stormwater Excellence Program (CSEP) and developed the Uniform Stormwater Management System (USMS™).  The intent was to arm the construction industry with a self-sustaining regulatory compliance program that would significantly reduce its corporate risk and enhance its industry image.  Bill currently serves on AGC of America’s Stormwater Task Force and the AGC Environmental Network Steering Committee.

Greg Grubbs, Chief Technical Officer

Greg Grubbs is co-owner and Chief Technical Officer of Stormwater Risk Management.  He received his Bachelor of Science degree in Geology from the University of Texas at Austin in 1995.  His pursuit of a lifelong interest in information technology led to an eight-year career as an IT consultant for small businesses in the Denver area.  Greg joined SRM in 2006, where he develops and maintains the company’s proprietary inspection system software.

Rich Jackson, Senior Environmental Compliance Manager

Rich Jackson has 17 years of experience in the building industry, 12 of which were spent in various supervisory roles within the residential construction sector.  During his last five years in the industry, Rich’s  focus was exclusively on construction stormwater permit compliance, with an emphasis on developing permit compliance programs.  Having joined SRM in 2007, he co-created the Uniform Stormwater Management System (USMS™), which has become a nationally recognized model for successful construction stormwater permit compliance.  Rich is certified in the implementation of the USMS™ and the Construction Stormwater Excellence Program (CSEP).  He has extensive experience providing compliance assistance to both federal and civilian contractors and construction management agencies, and provides compliance training in both the classroom and in the field.

Matt Strutz, Environmental Compliance Manager

Matt Strutz is certified in the implementation of the USMS™ and the Construction Stormwater Excellence Program (CSEP).  Prior to joining Stormwater Risk Management, he performed compliance inspections in the residential and commercial construction industries throughout the state of Colorado.  With SRM since 2008, Matt not only lends his expertise and assistance to contractors in Colorado, but also maintains the company’s presence in several eastern states, working with one of the country’s top commercial general contractors in managing its stormwater compliance on  a number of high-security federal building projects.  Matt graduated from Grand Valley State University (Allendale, MI) in 2003 with a Bachelor of Science degree in Biology, and has completed all required course work toward his Master of Science degree in Biology/Natural Resources.
